The Sudan sanctions regime, imposed because of the UN stability Council in 2004 and prolonged in 2005, prohibits “the sale or source” to all belligerents in Darfur of “arms and similar materiel of every kind, which include weapons and ammunition, army motor vehicles and devices,?paramilitary tools, and spare sections. Importantly, this early
